Looks a bit fancy to be a microphone stand.

I could imaging this standing in the foyer of a flash hotel and holding a sign that directs guests to some special event.

It has a decorative look about it rather than something that is just utilitarian.

Well, I have been trying to research it further, and have come to the conclusion that John is likely right on.
It is a podium / desk flag holder I am sure.
I googled desk top flag poles and several similar appeared.
