Canadian National Steamships

Hi all,
I picked up today a small Tea Kettle marked Canadian National Steamships, and was intrigued with it. It has silverplate marks and I wanted to know if maybe this time I have the marks right.
So here goes,
Elkington & Co. Ca: 1928, (re: the R , likely Sheffield ( I think the wheat sheaf is that), I do not know what the 1/2P stands for ,nor the 8 under the sheaf. I assume the 31431 is either the client number or the number for that type of small kettle ?
